Most co-op and condo arrangements draw a line between the individual unit and the common elements of the building. Roughly speaking, what is inside your walls tends to be yours, and the structure, the roof, and the pipes running through common areas tend to belong to the building.
Where the damage originates usually decides whose problem it is.
If a pipe inside the common structure fails, the building is often responsible. If your own dishwasher or a fixture in your unit fails and floods the neighbor below, that can fall on you.
